My first impression was that this is wildly impractical, but it could totally make sense. It would be an infrastructure investment, to be sure, but takeoff and landing distance required is a key limiter of aircraft performance. To make our aircraft take-off and land in shorter distances, the stall speed has to be lower. To lower the stall speed, we give aircraft bigger wings. The bigger wings create more drag at cruise. This idea isn't so different conceptually from what aircraft carriers do to allow high performance aircraft to operate at sea.
